  1. Evaluation planning
    • CER has developed a rigorous evaluation planning process that ensures that resources, contextual factors, and proposed activities are identified and linked to measurable outcomes. From this planning process emerges a clear program design and explicit theory of program impact. CER helps its clients evaluate their program's theory in light of research and current best practices.
  2. Selecting appropriate evaluation instrumentation and methods
    • CER staff possess considerable expertise in developing and using both qualitative and quantitative approaches. CER staff include national trainers on several standardized and normed instruments. CER staff have extensive experience using quasi-experimental and experimental methodologies to measure program impact.
  3. Data collection, organization, and analysis
    • CER staff include data collection specialists, database developers, and statisticians who assist clients in the development and implementation of functional data collection systems. CER staff use appropriate technologies, including the Internet, to assist in data collection, monitoring, and analysis.
  4. Formative evaluation
    • The goal of program evaluation is continuous improvement. CER staff work closely with its clients on making data driven decisions which lead to higher quality program services.
  5. Outcome evaluation
    • Ultimately, evaluation is concerned with program impact - to what extent did the program affect the desired outcome(s)? CER's experienced staff use appropriate methodologies to determine program impact.
